Walter Moreno

A Mexican citizen with some American ancestry, Walter Moreno came to the country legally, but a mixup in immigration paperwork led to his name being swapped with the file of a vile drug smuggler, and so his papers would not be renewed and eventually expired. He's still in America on dodgy temporary paperwork and constantly going to futile hearings in immigration court. In addition, because of his (incorrect) shady background, he can't work in medicine anywhere, so he's ended up as a street doctor, treating wounds and injuries of those who can't, for whatever reason, go to the hospital. He's a good friend (and Contact) of Raymundo Saavedra.
