These are all NPCs that are being thrown "into the mix" and can be used by anyone in any context. NPCs that are on campaign pages are more for flavor unless individual GMs indicate they can be used more extensively. Put notes on the pages if you use them!

- Allison Arrington - Carthian Ventrue Prince of Tucson.
- Marcus - Carthian Nosferatu Sheriff of Tucson.
- Phillip O'Shea - Lancea Sanctum Daeva occult artifact collector.
- Dagon Brona -- a mage of such power that he his able to clone his personality over other mages
- Zora -- a beautiful, old, powerful fate Mage who has recently absented herself from political magic, but remains the Mage's liaison with the Vampires.
- Mr. Blackstone -- a representative of the mysterious Synergy Solutions
- Deborshorak -- the leader of the Silver Ladder in Tuscon

- Lyle Spade -- owner of Cobb's, downtown night spot, and fixture in the local music and classic car scene
- Jacques -- Keeper of Elysium in Tucson. Blind, old, and insane. Not trusted, but feared and respected. Said to wield more power than the Prince.
- Tucson Police Department Detective Cameron Teeters -- An experienced, formidable investigator trying to keep up with the Homicide Detail's heavy caseload.
- Detective Patricia Simon - head of a task force looking into the drug war in Tucson, she has access to a lot of "big picture" information, but little support from the Department.
- Samia Mnemon -- Prince Allison's hound, a deadly and beautiful assassin.
- Owl Feathers -- A Native American shamanistic mage
